E’ proprio nella metamoforsi del mondo che il ‘pensiero agente’ ci mette di fronte alle nostre responsabilità.

Ancora una volta, in maniera certamente più volgare e scomposta rispetto al passato, la pace entra nel tritacarne della politica di potenza. Da realisti, val bene sottolineare che la politica di potenza esiste da quando esiste l’uomo: nessuna novità. Ciò che è interessante oggi, e preoccupante, è l’assenza di limite in un passaggio storico decisivo.

Se democrazie e autocrazie hanno sempre mantenuto contatti diplomatici aperti, ciò che apre scenari di attenzione strategica è il contesto nel quale ciò accade. Due, tra gli altri, sono gli elementi da sottolineare, che incidono direttamente sulle possibilità della pace come progetto storico: il primo è l’attacco all’impianto multilaterale e il secondo è la pervasività del tempo turbo-tecnologico.

Mentre non basta dire multilateralismo, perché le istituzioni che lo rappresentano e che dovrebbero praticarlo evidenziano gravi difficoltà (si sa che le istituzioni internazionali fanno ciò che gli Stati membri più forti vogliono che esse facciano), non è possibile farne a meno perché le sfide che ci attraversano chiedono risposte globali. La pace sostanziale (progetto storico) può affermarsi solo nel quadro del rafforzamento e del consolidamento del ‘destino planetario’. C’è un grande lavoro da fare, culturale in primo luogo, per ripensare una filosofia della storia che tenda a ricongiungere ciò che è disperso, a mediare le ineliminabili differenze, a costruire e a condividere il più possibile visioni strategiche. I passi sono di realismo necessario, lo strumento è il metodo umano. Metodo che arriva fino al funzionamento delle istituzioni internazionali, impossibile in logica di veto.

Nel tempo turbo-tecnologico, dobbiamo fare i conti con un potere in metamorfosi. Mentre la politica che conosciamo (e riconosciamo) si chiude negli interessi nazionali, vivendo con fastidio tutto ciò che sta ‘fuori’ e ‘oltre’ come disturbo alla propria potenza (e anche questo non è una novità), il potere turbo-tecnologico ridefinisce la natura degli Stati nazionali e i loro rapporti. La grande sfida è tra laissez-faire e regolamentazione (da alcuni vista come l’Anticristo): ma sappiamo, curiosi di complessità, che tale riduzione è innaturale e rischia di sacrificare le maggioranze sull’altare di un presunto progresso inevitabile. Altro che pace, verrebbe da dire.

It is precisely in the metamorphosis of the world that ‘agent thought’ confronts us with our responsibilities.

Once again, in a manner certainly more vulgar and disjointed than in the past, peace enters the meat grinder of power politics. As realists, it is worth emphasizing that power politics has existed for as long as man has existed: nothing new. What is interesting today, and worrying, is the absence of limits at a decisive historical juncture.

If democracies and autocracies have always kept diplomatic contacts open, what opens up scenarios of strategic concern is the context in which this happens. Two, among others, are the elements to be underlined, which bear directly on the possibilities of peace as a historical project: the first is the attack on the multilateral framework, and the second is the pervasiveness of turbo-technological time.

While it is not enough to speak of multilateralism, because the institutions that represent it and that ought to practise it display serious difficulties (it is well known that international institutions do what the strongest member states want them to do), it is not possible to do without it, because the challenges that run through us demand global responses. Substantial peace (a historical project) can assert itself only within the framework of strengthening and consolidating the ‘planetary destiny’. There is a great deal of work to be done, cultural work first of all, to rethink a philosophy of history that tends to reunite what is dispersed, to mediate the ineliminable differences, to build and share strategic visions as much as possible. The steps are those of necessary realism; the instrument is the human method. A method that extends to the functioning of international institutions — impossible under a logic of veto.

In turbo-technological time, we must reckon with a power in metamorphosis. While the politics we know (and recognize) shuts itself within national interests, living with irritation everything that lies ‘outside’ and ‘beyond’ as a disturbance to its own power (and this too is nothing new), turbo-technological power redefines the nature of nation-states and their relations. The great challenge is between laissez-faire and regulation (seen by some as the Antichrist): but we know, as lovers of complexity, that such a reduction is unnatural and risks sacrificing majorities on the altar of a presumed inevitable progress. Peace, indeed — one is tempted to say.
