(Paul Globe – The Jamestown Foundation) Kyiv’s efforts to develop alliances with non-Russian minorities inside the Russian Federation have not attracted as much attention as its use of drones against the invader. They are proving important, however, and Kyiv now appears set to expand them dramatically. Since Russian President Vladimir Putin annexed Ukraine’s Crimea in 2014 and especially after he launched his expanded invasion in 2022, Kyiv officials have reached out to non-Russian groups inside Russia, offering support for their aspirations and a safe haven for ethnic activists.
