The Egyptian Human Rights Forum (EHRF) has published a report regarding overlapping legislation governing the internet, telecommunications and media. The organisation claims this is expanding the Egyptian authorities’ powers to restrict online content, monitor communications and control digital publishing.
Published on 5 November 2026, the report is titled Coding Silence: How Law Restricts Digital Rights in Egypt. It investigates how Egypt’s existing legal frameworks intersects with freedom of expression, privacy and access to information. According to the organisation, restrictions are embedded in several interconnected laws rather than originating from a single legislative framework. The report claims that broadly defined provisions relating to national security, public order and family values may allow authorities considerable scope to intervene in digital activities in the country.
