OpenAI sets responsible AI infrastructure commitments

OpenAI has published a National Community Compact and Compute Campus Policy Blueprint setting out new commitments for future compute campuses it owns and operates in the United States, alongside broader policy proposals for the data centre industry. The company says every such campus will receive a local compact shaped by community input. The measures focus on how large-scale AI compute infrastructure is financed, how local resources are protected and how economic benefits are shared.

Under OpenAI’s National Community Compact and policy blueprint, the company says it will pay the full cost of the electricity it uses and the infrastructure required to serve its campuses. Before major spending begins, it will provide financial assurances intended to protect other utility customers if a project is delayed, reduced, or cancelled. OpenAI also commits to developing a water plan for each campus, prioritising closed-loop or low-water cooling, and publishing site-level water and electricity use.
