(USA/Vietnam) Biden can address Vietnam’s currency valuation without Section 301 (East Asia Forum)

Less than a week before leaving office in January, the Trump administration released the result of its investigation into Vietnam’s currency practices. Despite concluding that Vietnam’s practices were ‘unreasonable and burden or restrict US commerce’ and thereby actionable under Section 301 of the US Trade Act, the US Trade Representative (USTR) chose not to take any action. It is now up to the Biden administration to decide what, if any, action to take.
