As we write this report, the high-profile failures of the criminal justice system remain front and center in news coverage and the nation’s public policy agenda. The trial of former Minneapolis police officer Derek Chauvin in the killing of George Floyd draws our attention to how police authority continues to be a frequent threat to life and well-being, especially for low-income individuals and people of color.
