The 150,000 Tibetans in exile represent only 2 per cent of the Tibetan population — about 6.3 million remain in China — but have nevertheless placed significant damage to China’s standing at home and abroad. In January, 77 per cent of the exile electorate cast their votes in the first round of elections for the next leader of the Central Tibetan Administration (CTA), based in Dharamsala, India.
