To underscore the seriousness of the problem, he mentioned Verkhoyansk, in Russia’s northern Republic of Sakha (Yakutia), where, the previous year, the local temperature hit 38 degrees Celsius—the highest ever recorded for this circumpolar region (TASS, April 19).
