(English version)
In October 2026 three European squares produced almost indistinguishable images. In Milan, on 17 October, a march called on TikTok against the cost of living ended with 28 arrests across Italy, 12 of them minors, and damage estimated at 500,000 euros in the city centre alone. (1) That same day France counted 2,397 detentions, 855 in Paris alone, and almost 1,000 injured officers. (2) In Tirana, from 13 October onwards, 6 consecutive days of clashes left 272 people injured and 167 under arrest, and part of the Supreme Court building caught fire. (3) (4) The news coverage grouped these episodes under a single generational label; the causes, however, have to be sought case by case.
In Milan and Paris the protest concerned the present, the cost of living and taxes, the overcrowded classrooms. In Tirana those 6 days close, for now, a movement opened on 16 May, when a fence appeared on the beach at Pishë Poro, inside the Vjosë-Nartë protected area, and access to the lagoon was blocked by those in charge of the works. (5) The lagoon, home to greater flamingos and Dalmatian pelicans, had been affected in February 2024 by an amendment to the law on protected areas permitting the construction of upper-category tourist facilities. (6)
A little further on, at the mouth of the same Bay of Vlorë, lies the island of Sazan. In 1961, when it broke with the Soviet Union, Enver Hoxha’s Albania held on to 4 of the 12 Soviet Whiskey-class submarines anchored at the Pasha Liman base, on the opposite shore of the bay; the Soviets gave up on taking them back, because retrieving them would have meant crossing NATO-patrolled waters, and a CIA memo from that year called the island the Red Gibraltar of the Mediterranean. (7) The position explains the nickname: Sazan closes off, toward the sea, a bay between 50 and 70 metres deep, inside the Strait of Otranto, the 72 kilometres separating Albania from Puglia and joining the Adriatic to the Mediterranean.
Control of the island interested, throughout the twentieth century, anyone with naval interests in the Adriatic. The Regia Marina called it Saseno and made it one of the most fortified outcrops in the Mediterranean; Hoxha filled it with tunnels and bunkers; the twin base at Pasha Liman, after 1992, was rebuilt by Turkey, which retains the right to use it, and in May 2022, with the war in Ukraine just begun, Rama offered it to NATO to reinforce the Alliance’s southern flank. (8) (9) The previous summer, aboard the yacht Planet Nine owned by the financier Nat Rothschild, Jared Kushner had seen the island and informally met the Albanian prime minister. (10)
The meeting on the yacht came shortly before the birth of Affinity Partners, the fund Kushner had just established: within a few months it would raise 2 billion dollars from Saudi Arabia’s sovereign wealth fund, whose board, chaired by Mohammed bin Salman, overrode the objections of technical panels that judged the operation inexperienced and a public relations risk; another billion and a half would later be added by Qatar and the Emirates. (11) (12) Kushner had stated its purpose: to channel Gulf capital into the Israeli economy, consolidating the Abraham Accords through investment. (13) The first investment followed that direction: 150 million dollars for 15% of the automotive and credit division of Israel’s Shlomo Group, the first known instance of Saudi money directed into Israel. (14)
On 30 December 2024, 3 weeks before the incoming American administration took office, the committee chaired by Edi Rama granted Atlantic Incubation Partners the status of strategic investor for a 1.4-billion-euro complex on 45 of Sazan’s 565 hectares, a fast-track lane established by a 2015 law that accelerates procedures for large projects. (15) The government denies any privatisation and speaks of a joint company with the state. (16) Around the project operate figures already known to the chronicles: Asher Abehsera, Kushner’s business partner, leading the development company; Richard Grenell, Trump’s envoy who has worked the Balkans for years; the Qatari brothers Moutaz and Ramez Al-Khayyat, of Power International Holding, who with Kushner are reported to have spent some 200 million dollars on land in the protected area. (10) (17)
On the judicial side, the coastal land at Zvërnec was transferred through a sale between private parties: 102 hectares and 9,000 square metres, promised on 21 November 2025 for 5.5 million euros and conveyed on 26 April 2026 at a declared value of 122 million. (18) The seller, Artur Shehu, is an Albanian businessman based in Miami whose ownership of that land has been contested in court by the residents of Zvërnec for over 10 years. (19) The following June the special anti-corruption prosecutor ordered the detention of 4 people, among them the seller, and seized 128 million euros, suspecting that the title deeds were forged. (20) The same prosecutor specified that the investigation concerns those who sold that land, and under what title; Kushner’s project, for now, remains outside the judicial perimeter. (21)
There is a precedent that Albanian protesters cite often. In Belgrade, again through Affinity and again through Grenell’s contacts, approval had been obtained to turn the former Yugoslav General Staff building, bombed by NATO in 1999, into a luxury hotel: in November 2025 the Serbian parliament passed an ad hoc law, the following December the organised crime prosecutor indicted 4 people, including a minister, for abuse of office and document forgery, and at that point the company withdrew from the deal. (22) The Albanian sequence resembles it: special law, contested documents, prosecutors. In Serbia the operation stopped; in Albania it is still under way.
In Washington, the Senate Finance Committee opened an investigation into Affinity in 2024 (23); its chairman Ron Wyden, in a letter to the Department of Justice co-signed by Congressman Jamie Raskin, described Kushner as literally on the payroll of the Saudi government. (24) Brussels moved indirectly, as it does with candidate countries: on 7 June a Commission spokesperson urged Albania to refrain from actions that could undermine the fulfilment of the closing benchmarks for Chapter 27, on the environment, and to act without delay (25); on 17 June the European Parliament called for the repeal of the 2024 amendments and an immediate moratorium on construction in protected areas. (26)
Then came October. On the 13th a gathering of a few hundred students outside the Ministry of Education, called against university fees and the state of the campuses, joined a movement already 5 months old, and within a single night the square changed its nature. Rama, in his fourth term, spoke of hybrid warfare fuelled from outside, adding that such propaganda takes hold because it rests on real grievances. (27) He did not resign.
In Milan the protest was directed against the cost of living, rents, public healthcare. (1) In Paris a lycéen movement born in September demanded the replacement of absent teachers, the cancellation of post cuts planned in the 2027 budget, less crowded classes and the repeal of Parcoursup. (28) In Tirana the argument is about title deeds a prosecutor suspects to be forged, about a protected perimeter redrawn by statute, about a concession whose legal nature government and critics describe in irreconcilable terms. Three different objects, but only in the Albanian case does the dispute directly concern the truthfulness of the documents on which a state intervention is founded.
There is also a historical element that bears directly on this point. Albania was the last post-communist country in Europe to open the archives of its secret police: the competent authority was instituted by law only in 2015 and began operating at the end of 2016. (29) Earlier still, in 1991, the personal files of every Sigurimi employee were destroyed, almost 50,000 of them. 2 attempts at lustration, that of 1995 and that of 2008, were both annulled by the Constitutional Court. (30) The Albanian state’s relationship with its own documents has a long history, and the current disputes over land ownership belong to that history.
The movement, finally, took its name from the flamingos of the lagoon. The birds of Vjosë-Nartë are counted every year by ornithologists, and those censuses are public. (6) In that area, as things stand, the most complete and verifiable documentation concerns the birdlife; the documentation on land ownership is at the centre of a prosecutor’s inquiry. The outcome of the Sazan project will also depend on how well the papers withstand verification.
