The Global Eye’s geostrategic magazine comprises two macro-sections: systemic sustainability and worlds (geostrategies).

EDITORIALE –  L’ETICA DEL DISCORSO PUBBLICO INCONTRA LA QUALITA’ DELLA DECISIONE GEOSTRATEGICA (di Marco Emanuele)

Le sorti del mondo, il destino planetario, è fatto politico (non partitico) che si decide nel profondo di realtà. Per questo, piuttosto che al centro (dove si cercano di ridefinire, in maniera del tutto lineare e ancora novecentesca, i rapporti di potere), occorre calarsi nelle periferie esistenziali, luoghi-di-vita e non necessariamente luoghi del disagio. Una nota è necessaria sul discorso del potere: lo approfondiremo ma qui è sufficientemente sottolineare come il potere non risieda più esclusivamente negli Stati ma si sia diffuso e rarefatto. Si tratta di un potere  caratterizzato da una traversalità invasiva, che ci determina e che, molto spesso, vediamo nei suoi effetti nefasti attraverso la progressiva erosione degli ‘spazi pubblici’ (si pensi alla rappresentanza democratica) e la crescita delle disuguaglianze. Le periferie esistenziali, nodi della meta-rete del mosaico-mondo,  chiedono di esistere come realtà strategiche e di contribuire alla costruzione di quel mosaico che viene costantemente spezzato dalla nostra voglia di occupare il centro della storia. Su questo punto, l’etica del discorso pubblico incontra la qualità della decisione geostrategica, tra mediazione e relazione, tra interessi particolari e interesse planetario, non separando ma includendo. Finalizzare eticamente la decisione geostrategica significa riconoscere l’inter-in-dipendenza come fattore fondante la politica nel terzo millennio della condizione umana: per governare il futuro già presente

EDITORIAL – THE ETHICS OF PUBLIC DISCOURSE MEETS THE QUALITY OF GEOSTRATEGIC DECISION-MAKING (by Marco Emanuele)

The fate of the world, the planetary destiny, is a political (non-party) fact that is decided in the depths of reality. For this reason, rather than at the centre (where we’re engaged to redefine, in a completely linear and still 20th-century manner, power relations), it is necessary to descend into the existential peripheries, places-of-life and not necessarily places of unease. A note is necessary on the discourse of power: we will go into this in greater depth, but here it is sufficient to emphasise how power no longer resides exclusively in States but has become diffused and rarefied. It is a power characterised by an invasive transversality, which determines us and which, very often, we see in its nefarious effects through the progressive erosion of ‘public spaces’ (think of democratic representation) and the growth of inequalities. The existential peripheries, nodes in the meta-network of the mosaic-world, demand to exist as strategic realities and to contribute to the construction of that mosaic which is constantly being broken up by our desire to occupy the centre of history. On this point, the ethics of public discourse meets the quality of geostrategic decision-making, between mediation and relation, between particular interests and the planetary one, not separating but including. To ethically finalise geostrategic decision-making means recognising inter-in-dependence as the founding factor of politics in the third millennium of the human condition: to govern the future already present
