Since 2022, EU member states’ defence procurement has more than doubled compared to the preceding four-year period and is meeting targets for spending on European materiel. However, a major growth in contract awards to non-EU suppliers is shifting the balance. Whether this is a spike, driven by urgent requirements, or heralds a ‘new normal’ remains to be seen.
