Their absence spurred renewed speculation about the coherence and future of the BRICS format, which began as a grouping of Brazil, Russia, India, and China, later added South Africa, and in the past couple years has enlisted several new members. Yet beyond the headlines, Brazil’s tenure at the head of the expanded BRICS yielded several notable outcomes that reflect both BRICS members’ difficulty in finding common ground and their ability to make some important progress in areas of shared interest.
