Russian Regions Lack Money to Hire and Retain Officials to Fulfill Moscow’s Orders

Russia’s federal subjects lack the funds to hire and retain personnel to do the jobs they are mandated to do, or to fulfill Moscow’s orders for special tasks such as paying bonuses to those who sign military contracts.

This problem appears to be especially acute precisely in regions and republics which are doing well economically because people have the option to work for higher pay in the military-industrial sector rather than for government bureaucracies.

Consequently, what might seem a regional problem is rapidly becoming an all-Russian one, with Russian President Vladimir Putin’s regime having few good options as long as it continues its war against Ukraine to provide essential services via the federal subjects and stem popular anger.
