Reshaping the Balance of Power in South Syria: Sharaa Administration’s Policy to Integrate Daraa Region into Central Government (Emirates Policy Center)

The disbanding of the 8th Brigade – the most powerful Sunni force in southern Syria – has marked a strategic breakthrough for President Ahmed al-Sharaa’s administration. This move has reinforced the government’s dominance in the south, completed the encirclement of Suwayda, thereby weakening its military position, and thwarted Israel’s efforts to detach southern Syria from Damascus. The government’s ability to consolidate control over Daraa and enhance its integration within Damascus’ authority hinges on its ability to reinforce its legitimacy – primarily by maintaining daily security, curbing disorder, improving public services and stimulating the economy in the governorate. Israel will remain the most significant external challenge to Sharaa’s government in southern Syria. Israel still occupies a large strip of land in Daraa, and there are no indications of an imminent Israeli withdrawal. Israel will likely continue its efforts to curb Damascus’ control over areas adjacent to the border region.
