Mesa, a city just east of Phoenix, Arizona, is part of the fastest growing metro area in the state and one of the most populous cities in the nation. But along with its rapid growth and development, new cleavages across people and places are emerging—particularly in the downtown area, where an estimated $1.27 billion in approved development is planned over the next five years.
