Since the 1970s, they have provided massive rescue packages to nations facing economic distress in the MENA region and beyond, using the aid as leverage to achieve their national security objectives. Today, while rising energy prices are allowing the Gulf states to run large budget surpluses, economic headwinds due to the COVID-19 pandemic, the Russia–Ukraine war and inflation are already increasing regional demand for Gulf bailout interventions.
