In March 2022, the Japanese government announced that it would accept Ukrainians fleeing the war. It soon became clear that initial hopes that this might lead to long-term changes in Japan’s refugee policy were unwarranted. Not only would the announced plan have little impact on Japan’s restrictive refugee policy, but it would also have little impact on the vast numbers of people fleeing Ukraine.
