On 3 and 4 April 2025, the UK and France convened the second Pall Mall Process conference, in Paris. The Process is an international multi-stakeholder initiative to explore policy options and practices to address the shared threat posed by the proliferation and irresponsible use of commercial cyber intrusion tools and services. Building from the 2024 Pall Mall Process conference in London, this conference launched the Pall Mall Process Code of Practice for States. This Code of Practice sets out a series of commitments, and a range of policy options for meeting those commitments, for supporting states.
