The Tokyo International Conference on African Development (TICAD) tends to be understood in the context of the Japan–China relationship. Japan’s pledge of US$30 billion in aid for Africa at TICAD 8 in August 2022 was clearly made in light of the US$40 billion pledged at the China–Africa summit in November 2021. But understanding the conference only in relation to the regional rivalry is too simplistic.
