Sanctions and Military Action Fail to Stop Houthi Attacks (Soufan Center)

Alone among Iran’s “Axis of Resistance” partners, the Houthi movement in Yemen remains undeterred despite U.S. and Israeli military action as well as the financial pressure exerted by U.S.-led economic sanctions.
The Houthis have linked ongoing attacks on Israel to the Gaza conflict, and Israeli and U.S. leaders continue to message close strategic and operational ties between the Houthis and Tehran.
The Houthi attacks on shipping in the Red Sea have severely diminished activity at Israel’s port of Eilat, the closure of which would represent a significant Houthi gain.
U.S. officials are adding sanctions on Houthi associates to escalate economic pressure on the group, but the Houthis have forged relationships with legitimate Yemeni and regional businesses and earn income from illicit sources such as sales of captured weaponry.
