Australia has spent several years rediscovering the importance of sovereign capability, resilience and economic security. The harder task now is implementation. Governments understand that strategic competition, coercion and concentrated supply chains can turn economic dependencies into national vulnerabilities. What remains less clear is how the government should respond without drifting into protectionism, permanent subsidy or economic micromanagement.
What Australia needs is sovereign orchestration.
Sovereign orchestration is the state’s capacity to assemble the capabilities needed to produce a strategic effect when those capabilities are dispersed across government, industry and international partners. It’s governance without ownership and coordination without command.
The case begins with a simple economic reality: markets can be efficient and still produce strategically brittle outcomes.
