Irrespective of whether the drones are Russian or Ukrainian, the threat against the Baltics is a result of Russia’s ongoing war against Ukraine. Russia is using the Baltic frontline of the North Atlantic Treaty Organization (NATO) to rehearse airspace incursions and provocations while remaining below the threshold of open military confrontation.
