Apostolos Thomadakis scrive, in un paper per Centre for European Policy Studies (‘EU corporate taxation in the digital era’), che nel luglio 2021, al fine di garantire che i profitti delle multinazionali siano tassati dove si svolgono le attività economiche, l’OCSE (G20 Inclusive Framework on Base Erosion and Profit Shifting) ha concordato una soluzione a due pilastri. Nel dicembre 2021, la Commissione europea ha proposto una direttiva per l’attuazione del secondo pilastro nell’UE. Nel dicembre 2022, gli Stati membri hanno concordato all’unanimità di adottare la direttiva, garantendo un livello minimo globale di tassazione del 15% per le multinazionali. Lo studio evidenzia i principali sviluppi della tassazione delle imprese negli ultimi decenni sia nell’UE che negli USA. Apostolos Thomadakis writes, in a paper for Centre for European Policy Studies (‘EU corporate taxation in the digital era’), that in July 2021, in order to ensure that multinationals’ profits are taxed where economic activities take place, the OECD (G20 Inclusive Framework on Base Erosion and Profit Shifting) agreed on a two-pillar solution. In December 2021, the European Commission proposed a directive to implement the second pillar in the EU. In December 2022, Member States unanimously agreed to adopt the directive, guaranteeing an overall minimum level of taxation of 15% for multinationals. The study highlights the main developments in corporate taxation in recent decades in both the EU and the US. It analyses the activities of multinationals and the transfer of profits, as well as the impact of a 15% minimum corporate tax. It also discusses the critical points of the Second Pillar structure
