With elections due in May 2022, Rodrigo Duterte’s term-limited Philippine presidency is nearing its end. It’s been the most autocratic administration since the long dictatorship of Ferdinand Marcos, who was overthrown in the people power revolution 35 years ago. But formally at least Duterte’s rule has remained democratic and rumours of a ‘revolutionary government’ being established never materialised.
